Prom & Quinceañera Party Bus Safety for Parents
If you’re the parent paying for a prom, graduation or quinceañera party bus, this is what to know before you book: the California rules that protect teens on board, the questions to ask any company, and how to plan the night so everyone gets home.
What California law requires when teens are on board
When passengers under 21 ride a party bus, California law expects the company and the group to keep alcohol away from them. If alcohol will be on board at all, for example with adult family members at a quinceañera, the group must name a chaperone 25 or older who checks IDs and reports any underage drinking to the driver. If it happens, the trip ends.
A parent or legal guardian traveling with their own child is treated differently under the law, but the safest plan for any teen event is simple: no alcohol on the bus.
Seven questions to ask any party bus company
- What’s your TCP number? Then verify it on the CPUC website.
- Is this your vehicle and your driver? Or will the trip be handed to another company?
- Will you ask about minors and alcohol when we book? A responsible company asks every time.
- What will the driver do if rules are broken? The answer should be: end the trip.
- Can I approve the route and stops? Parents should know every stop in advance.
- Can I see the exact vehicle? Ask for a current photo.
- What does the total cost include? Hours, gratuity, fees and overtime, in writing.
How to plan a safe teen event
- Lock the stop list. Pickup, photos, venue, any after-event stop and the final drop-off, agreed with the company in advance.
- Name one adult contact. The driver should have a parent’s number, not just a teenager’s.
- Book enough time. Quinceañeras often run church, photos and reception back to back. Plan for the realistic length of the day so nobody is rushing.
- Count gowns, not just guests. A full ballgown can take up more than one seat, so size the vehicle for the dresses.
- Plan the end of the night. Agree in advance where and when the last drop-off happens.

Frequently asked questions
Do teens need a chaperone on a party bus in California?
If anyone under 21 is on board and alcohol will be present, California law requires a designated chaperone age 25 or older. For teen events without alcohol, a parent contact is still strongly recommended.
What happens if someone brings alcohol to a prom bus?
If underage passengers are found drinking, the trip ends and the bus returns to its starting point.
How long should a quinceañera party bus booking be?
Plan for the real schedule: church, photos and the reception often run back to back, so many families book a longer block than they first expect. Ask the company to map the timeline with you.
Can parents choose the route?
They should. Ask the company to confirm every stop in writing before the event.
