Licensing & Insurance: How LA Party Buses Are Regulated

Every legal party bus in California runs under authority from the California Public Utilities Commission. Here’s what that license requires, what it tells you about a company, and how to check it yourself before you book an LA party bus.

The license

What a TCP permit is

In California, companies that charter vehicles with a driver, including party buses, limo buses and Sprinter vans, need charter-party carrier authority from the California Public Utilities Commission (CPUC). Each authorized company has a number that starts with TCP, and California requires carriers to show that number in their advertising and on their vehicles.

LA Nights Party Bus operates as a CPUC-licensed charter-party carrier. Ask us for our TCP number at any point and we’ll give it to you, then look it up yourself.

What it takes

What a company has to prove to get licensed

A TCP number isn’t a formality. Before the CPUC issues authority, a carrier has to show it meets a set of safety and financial requirements, including:

  • Vehicle safety inspections. Vehicles must pass a California Highway Patrol inspection before authority is granted.
  • Driver record monitoring. Carriers enroll in the DMV Employer Pull Notice program, which reports drivers’ license status and violations to the employer.
  • Drug and alcohol testing. Carriers must run a controlled substances and alcohol testing program for drivers.
  • Liability insurance. Carriers must carry public liability and property damage insurance at minimums set by the CPUC, which rise with the seating capacity of the vehicle.
  • Workers’ compensation. Carriers with employees must have workers’ compensation coverage on file.
Verify it yourself

How to check any party bus company in four steps

  1. Ask for the TCP number. A licensed operator can give it to you immediately. Hesitation is an answer.
  2. Look it up on the CPUC website. Confirm the authority is active and that the business name matches the company you’re paying.
  3. Ask whose vehicle it is. California only allows a carrier to hand your trip to another carrier that also holds CPUC authority. If the company subcontracts, ask for that carrier’s TCP number too.
  4. Get it in writing. The company name, TCP number, vehicle and price should all appear on your written confirmation.
Why this matters: the CPUC regularly takes enforcement action against unlicensed passenger carriers, including party bus operators. An unlicensed bus may not carry the insurance the law requires, which matters most on the one night something goes wrong.

Licensing is the first check, not the only one

A valid license tells you a company met the state’s minimum. It doesn’t tell you how well it runs. FAQ

Frequently asked questions

What is a TCP number?

It is the charter-party carrier authority number the California Public Utilities Commission issues to companies that charter vehicles with a driver, including party buses. The number starts with TCP.

Is LA Nights Party Bus licensed?

Yes. LA Nights operates as a CPUC-licensed charter-party carrier. Ask us for our TCP number and verify it on the CPUC website.

What insurance does a party bus company need in California?

Charter-party carriers must carry public liability and property damage insurance at CPUC minimums that increase with vehicle seating capacity, plus workers’ compensation if they have employees.

What if a company subcontracts my trip?

California only allows a carrier to use another carrier’s vehicle and driver if that second carrier also holds CPUC authority. Ask for both TCP numbers.
